Message	I had the same issue. Tested my solenoids like you and they tested fine. Harness connector had proper voltage like it should. Bought brand new IACV and still couldn't get any change in rpm's through software manipulation or unplugging yellow connector. Ended up being the ecu. I know you said you tried another ecu and got the same results...I suppose it could have been another bad ecu or maybe the ecu is not getting proper power and grounds which would explain the other weird issues you're experiencing.
